This document describes how system officials have responded to the challenges of the past 15 years to minimize jail crowding. This monograph discusses each individual actor—including law enforcement, jail administration, prosecution, pretrial services, judiciary, defense, probation and parole, and extra-system actors—and the role each has been playing in alleviating crowding. It also describes how these actors should work together to develop a system-wide plan for alleviating jail crowding.
