PJI Guides Innovative Reforms, Helping Justice Trump Tradition - PJI 2008

Today the Allegheny County, PA Pretrial Services Agency is one of the most successful in the country, after realizing that all too often they were detaining defendants due to their failure to post bail and not based on their risk to the community or whether or not they would show up to trial. This led to months of jail time and overcrowding. As a result, Allegheny County reformed their pretrial services with the help of the Pretrial Justice Institute, to become one of the leading jurisdictions in the country. This report covers the failings of the pretrial process in Allegheny County and how the system was corrected.

The Pretrial Justice Institute (PJI) is centering racial justice as the foundation of our vision, mission and work to advance pretrial justice in order to end mass incarceration. This document may contain language choices or recommendations that are no longer aligned with this vision, but it remains in the UP library because of technical, subject-matter or historical merit.
