Efficiency and Cost: The Impact of Videoconferenced Hearings on Bail Decisions - 2010

In 1999, courts in Cook County, Illinois began using closed-circuit television procedures (CCTP) to conduct bail hearings for many people charged with felonies in order to reduce the cost of bringing people to court. Researchers found a dramatic increase in the amount of bail imposed for people whose bail hearings were conducted by CCTP, compared to people whose hearings were still live. In 2008, Cook County returned to live hearings.
