Enhancing Pretrial Justice in Cuyahoga County: Results from a Jail Population Analysis and Judicial Feedback - PJI 2017

To assist in its ongoing examination of the bail system in Cuyahoga County, the Cuyahoga County Court of Common Pleas, in coordination with the American Civil Liberties Union of Ohio, asked the Pretrial Justice Institute (PJI) to review elements of the Cuyahoga County pretrial justice system. PJI examined case filing trend data, analyzed data from a snapshot of persons released on a particular date from four facilities—the Cuyahoga County Jail plus three municipal jails—and solicited feedback from the Court of Common Pleas and municipal court benches regarding needed enhancements to the bail system. This report presents the findings from that effort.
