Incarceration During a Pandemic: Trends in Tennessee's Jail Populations - ACLU 2020

The ACLU of Tennessee released a new report, examining changes in total jail population and pretrial population in response to the threat of COVID-19. From December 2019 to April 2020, 64 of 120 facilities decreased their jail populations; by the end of April, one-quarter of facilities were operating at or above 75 percent of total capacity. The report also noted that 82 percent of the state’s counties are rural, and three of those counties have some of the worst per capital coronavirus rates in the country due to outbreaks in prisons.
